Even before the 1920s in the Philippines, there was a tradition of celebrating Mother's Day in the country on the first Monday of December. Every first Monday of December, students hang cadena de amor roses on their chests to elevate their mothers. Children who have been orphaned by their mothers hang white flowers. A variety of programs are also held to recognize the mothers that day. To formally establish the first Monday of December as Mother’s Day, the Ilocos Norte Federation of Women’s Clubs in 1921 asked Governor-General Charles Yeater to declare the first Monday of December as ‘Mother’s Day’. In response to the governor-general, he issued Circular No. 33 which will formally set the occasion on the first Monday of December. It was further ratified by Proclamation No. 11 signed on May 20, 1921. The Bureau of Education will oversee the celebration of Mother’s Day in the country.

Also to give equal recognition to the pillars of the home, President Manuel Quezon declared the first Monday of December as Parent's Day by virtue of Proclamation No.213 which he signed on October 14, 1937. That was the only day for home lights have now become an occasion for all parents. President Ferdinand Marcos amended President Quezon's proclamation and declared the first Sunday of December as 'Father's Day' and the first Monday of December as 'Mother's Day' by virtue of Proclamation No. 2037 which he signed on November 27, 1980.

When President Corazon Aquino took office, he embraced Western tradition and declared the 'second Sunday of May' as Mother's Day, and 'third Sunday of June' as Father's Day in accordance with his Proclamation No. 266 signed on June 8, 1988.
