According to Acting Presidential Spokesperson and Cabinet Secretary Karlo Nograles, the EO is part of the government's measures to ensure that every Filipino has access to cheap and quality medicine which is also the goal of the Universal Health Care Act. Under the EO, manufacturers, importers, distributors, wholesalers, traders and retailers are obliged to set the retail price of the drug not to exceed the MRP or “Maximum Retail Price.”
